Resumen
In 2005, the Portuguese Government approved its first National Energy Strategy whose third topic was "renewable energies enforcement". This "renewable energies enforcement" expressly promoted wind and hydropower energy sources under relevant investments promoted by government procurement procedures. At that time, 5,100 MW wind farms were expected to be implemented on-shore until 2010 (in Portugal there were only 537 MW of wind power installed in 2004), and by the time the strategy had been published there were already 1,800 MW of wind power generation in open procedure.
