Resumen
This article will provide an account of the current situation of Mexico's national oil company Petróleos Mexicanos ("Pemex"). Notwithstanding the Mexican Energy Reform (the "Reform") and the seemingly insurmountable financial crisis that the company is facing, Pemex is still, for the foreseeable future, the most important player in Mexico's newly opened oil and gas market. As such, industry suppliers that wish to do business in Mexico cannot disregard the nuances of Pemex's procurement process and its regulation. Thus, this article will also explain Pemex's new procurement regime resulting from the Reform, by reviewing its underlying constitutional and legal framework, in addition to Pemex's relevant internal rules, guidelines and policies.
