THE WELFARE EFFECTS OF ENERGY PRICE CHANGES DUE TO ENERGY MARKET REFORM IN MEXICO

Resumen
This article discusses how Mexico can soon become a net total importer of energy due to a decrease in oil reserves and an increase in domestic consumption.
To increase efficiency in the energy market, Mexican authorities approved a constitutional amendment with the objective of opening state energy markets to competition in 2013.
The reform is expected to increase efficiency and reduce long-term energy prices.
However, it will take some time for the new institutional arrangements to be resolved and the objectives of the reform to materialize.
The elimination of subsidies, which is expected to take place after the reform, will also increase prices, particularly in the short term.
In this document, we analyze the effect of the probable changes in the Price of energy due to the reform of the energy market in the consumption and welfare of households in different income groups.
We estimate the QUAIDS model using the non-linear SURE method and the budget surveys of Mexican households for the period 2002-2012 to obtain elasticities.
The results show a great heterogeneity in the elasticities between the types of energy and the income groups.
Specifically, the demand for energy is elastic with respect to income, but changes in prices have mixed effects between the types of energy.
The welfare effect of changes in prices in low-income households will be 9 times stronger than in middle-income households and 18 times in high-income households.
This guarantees a compensation package so that the reform is socially acceptable.
