Recently this subject has become one of the most crucial and controversial topics for the electric power industry. Quite simply, a transparent, non-discriminatory, cost-reflective yet simple tariff system for cross-border transactions is a sine qua non for the European Union's new internal electricity market (IEM) to function in a fair and efficient manner.
A large number of studies, reports, proposals and position papers addressing this question have appeared since 19th February 1999, the official deadline for the implementation of the IEM in the EU member countries. In this regard, considerable efforts have been made by the electricity industry, the European Commission, as well as the national regulating bodies and the market participants to find a solution that can be achieved within a short time, but which can subsequently be further developed as a result of the first experiences and evolving future market needs.
Although the key principles are by now quite clear, there still remains much to do to put them into practice. Since many of the conditions and expectations are rather contradictory, a balance must be found. This means that political decisions have to be made.
The timing of the workshop was most opportune from this point of view. The 3d Meeting of the European Regulators organised by the Commission took place on 20-21 May in Florence, where some important conclusions were expected to be drawn. Therefore the workshop provided an excellent opportunity for the industry to demonstrate its standpoint and its willingness to cooperate in finding the best possible solutions.
